Purpose

The purpose of this position is for information technology services and support to the United States Special Operations Command (USSOCOM) Knowledge Management (KM) program. Support will be for Headquarters USSOCOM, Joint Special Operations Command (JSOC), Service Components, and Theater Special Operations Commands (TSOCs).

Responsibilities:

  • Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management.  Decision making and domain knowledge may have a critical impact on overall project implementation.  May supervise others.
  • Apply strategic thinking, considering long-term sustainability and alignment with established enterprise strategies when addressing business or technical issues
  • Provide a capabilities development plan (CDP) tailored specifically to address the work breakdown structure, detailed schedule with specific milestones, technical reviews and audits, quality assurance, and status reporting for all development efforts.
  • Build solutions designed and specified in the CDP using standard, out‐of‐the‐box application features when possible. User interface and management will conform to 29 USC 794 Section 508 requirements. SharePoint shall be used as the primary presentation layer for all application services.
  • Provide a version description document (VDD) specifically to address what core functionality and/or capability is being provided in a particular version of a product that is being delivered. Release notes will be provided for all hot fixes identifying new features, changes, fixed bugs, and any additional known problems that are not otherwise addressed.
  • Provide new or updated user manuals and comprehensive technical documentation for each new application functionality. Additionally, the Contractor shall provide the policy and/or procedure underpinnings necessary for the government to publish official documents that dictate processes, procedures, and security requirements associated with each development effort.
  • Provide assistance to the Government for the preparation of training materials to include delivering the user manual, demonstrating new product features, providing sample test data and preparing scripts to support training objectives.
  • Perform application development work in a non‐production environment. A pre‐release and/or staging environment that closely matches the production will be used to host applications for user testing and evaluation. The Contractor shall provide consulting services and technical support for the creation and maintenance of a test and staging environment.
  • Direct Customer Support. The Contractor shall provide technical support for the users of software and applications. The Contractor shall coordinate resolution of trouble tickets assigned to them, and when required, escalate functional problems through the NAVSOC REMEDY trouble ticket management system.
  • Indirect Customer Support. The Contractor shall provide help information on the SharePoint portal for NAVSOC end users and other support personnel to use to reduce the number of elevated trouble tickets.
  • Training Support. The Contractor shall provide classroom and desk‐side instruction on all share information environment software and applications.

Education and Certifications:

  • Bachelor’s Degree in an Information Technology related field highly desired
  • Must have current CompTIA Security+ certification by contract start

Knowledge and Experience:

  • 8+ years’ direct experience
  • Previous experience with Microsoft SQL Server; Microsoft Business Intelligence Stack; Microsoft CRM; Microsoft SharePoint; Accenture Task Management Tool; Permuta Technologies DefenseReady; Microsoft Office; and HP Records Manager highly desired
